About us

History

The Fonds Ukrainien des Volontaires Internationaux (FUVI) is a French non-governmental organization (Loi 1901) founded in March 2022, just one month after the Russian invasion of Ukraine. Its main objective is to provide humanitarian and legal assistance to support populations affected by the war in Ukraine.

To this end, FUVI provides financial and legal assistance and support to individuals and organizations in Ukraine. It also participates in various humanitarian initiatives, in Ukraine and elsewhere, aimed at defending human rights and restoring justice, particularly for victims of the Russian invasion.

The purpose of FUVI is: to provide humanitarian aid and assistance, and to carry out solidarity and charitable actions for populations made vulnerable by political, ethnic, economic or social oppression, war, disaster or threat.

or any other emergency or underdevelopment situation, with the aim of meeting their vital needs, whether primarily in Ukraine, but also in general in the rest of Europe, Central Asia, Asia Minor, the Middle East or Africa; to assist and help the victims of the conflict in Ukraine and more generally all the victims of the Russian yoke; to defend and represent them in justice, in particular before international jurisdictions; to collect and disseminate information on the situations encountered to the public, the media and decision-makers, through various means of expression and initiatives; accompany all initiatives supporting the prosecuted Ukrainian peoples or, more generally, the peoples victimized by the Russian yoke in their desire for liberation; engage with the various populations victimized by the Russian yoke in terms of communication, support and lobbying in favor of the issues guaranteeing the independence of their countries; get involved in logistical support, advice and representation dedicated to the populations victimized by the invasion; preserve the life, health and well-being of human beings and animals as well as the conservation of plants.

FUVI's mission

FUVI’s mission is to provide humanitarian aid to vulnerable populations, particularly those affected by the conflict in Ukraine, as well as to persecuted populations in Europe, Central Asia, Asia Minor, the Middle East and on the African continent. In Ukraine, this includes :

Support for victims of the conflict
Standing with those who suffer—our fund provides critical aid and healing to the victims of Russia’s war in Ukraine.
Disseminating information on the situation
Truth is our strongest defense—we work to keep the world informed about the realities on the ground in Ukraine.
Supporting initiatives to liberate the Ukrainian people
We empower grassroots movements and courageous voices fighting for freedom, sovereignty, and justice in Ukraine.
Involvement in communication and advocacy for Ukrainian independence
Through global advocacy and strategic communication, we amplify Ukraine’s call for independence, dignity, and peace.

Affiliated structure (Council of Europe registration)

Since March 2025, the NGO FUVI (Ukraine) has been legally registered under Ukrainian law. This is intended to facilitate our operations in the field, both logistically and financially.

We have officially launched the procedure for FUVI to participate in the work of the Council of Europe. As an international NGO, FUVI can apply for participatory status and, once accepted, become a member of the Conference of INGOs.

The next application review session will open in September 2025 for a study in 2026.

Construction of reception centers - Information

We are actively involved in financing bomb shelters in towns close to the front, designed to promote the socialization and mental and psychological development of children living under wartime conditions.

In Izum, we are working with Ukrainian NGO partners of the UNHCR.

Art therapy workshops are organized, as well as emotional support, self-expression, self-esteem and social adaptation sessions.

Funding for the project is secured until the end of May 2025.

On average, the center welcomes 25 visits per month and runs 24 monthly workshops.
Twinning a French town with Kryvyi-Rih. Since March 2025, FUVI has been helping to establish contacts between the city of Kryvyi-Rih (one of the longest in the world) and French towns, with a view to concluding an official twinning arrangement and developing economic partnerships, particularly in the fields of medicine and mining.
FUVI is also exploring the possibility of building new shelters there, as in Izioum. Kryvyi-Rih is frequently targeted by Russian bombardments, being located less than 50 km from the front line.

Information: Practical guide to compensation
Our Practical Guide, written by Cabinet Ligneul and published by FUVI, is an essential tool to help victims apply for compensation from both the Ukrainian authorities and the Council of Europe.

It offers a complete, 360° mechanism, written in clear, accessible language, similar to a "for dummies" manual, enabling anyone, even with no legal knowledge, to file an application.

The guide is translated into English and Ukrainian. It is distributed free of charge via the Ukrainian administration and, ideally, via the Diia platform.

The guide is now referenced in several public libraries, including the Bibliothèque nationale de France.
Field coordination
General coordination between participants takes place in Ukraine with local organizations and delegates, while ensuring that funds reach operators on the ground.

This coordination is overseen by the Task Force Director in Paris and The Hague, with the active support of the Vice-President for Humanitarian Affairs in Ukraine.
Each structure hosts delegates
The delegates, trained in legal and psychological aspects, are attached to NGOs in Kryvyi-Rih, Kyiv, Ivano-Frankivsk and soon Lviv.

Each structure hosts delegates duly trained to meet the requirements of files to be submitted to the ICC (International Criminal Court) in The Hague.
Council of Europe
The Task Force continues to lobby the Council of Europe and the Ukrainian Damage Registry (RD4U).
Special court for aggression
Delegates are encouraged to record damage for future Special Court for Aggression cases.
